Australia lost to the United States in the bronze medal match at the Tokyo 2020 Games.
Japan, who won the silver medal in 2012, overcame a scare in the final stages against North Korea and won 2-1.
Kim Hye-young's late goal kept North Korea's hopes of qualifying for the Olympics for the first time since 2012, but goals from Hana Takahashi and Aoba Fujino ensured Japan will join Australia as one of two Asian representatives in France. It was enough.
Australia maintained their dominance in front of a sold-out crowd of 54,120 at Docklands Stadium, winning the first leg 3-0 against Uzbekistan.
Heyman, who played his first international match against Uzbekistan in six years, completed his hat-trick in just 16 minutes, scoring his fourth goal just before half-time.
Manchester City midfielder Mary Fowler, Arsenal's Caitlin Ford and Caitlin Torpey were also on the scoresheet for Toni Gustafsson's side.

One of the three remaining spots in the Paris 2024 Women's Football Tournament will be decided late on Wednesday, with either the Netherlands or Germany joining France and Spain as Europe's representatives.
Six teams – South Africa, Nigeria, Zambia, Ghana, Morocco and Tunisia – will compete for two spots in the African qualifying round.
In addition to France and Spain, the United States, reigning champions Canada, Brazil, Colombia and New Zealand have already qualified for Paris.
