Rugby Football Union chief executive Bill Sweeney said there were no plans to change England's eligibility rules.
The rules state that players selected for the England squad must appear in the Premiership.
Sweeney said the departing players had spoken to head coach Steve Borthwick and said their departures were “partly a lifestyle choice”.
“If you look at the number of players going overseas, it hasn't really affected our core group,” Sweeney said.
“Our current policy of only selecting players based in England will remain in place.”

“If you actually look at the players we're signing overseas, they're probably making decisions from the perspective of, 'Where is my career in England now?'” he added.
“'Am I competing for those hybrid contract positions? Am I going to be in the core group of England players going forward?'

Former Harlequins center Joe Marchant started as England's center alongside Tuirangi during the World Cup before moving to Stade Francais, but is rumored to be considering a return to the Premiership. .
“There's probably one or two people who would like to have it here,” Sweeney added.
“Joe Merchant is rumored to be back in the Premiership this year, so from our point of view it doesn't matter.
“We believe there are performance benefits to having these players based in their home countries.”
