In a statement released on Friday, Modise's office said Mapisa Nqakula's April 19 request for funds “unfortunately came through the office of the South African Defense Force's legal chief, Major General Eric Mnisi. The major general took action before seeking a lawyer.” In particular, on matters that have a financial impact on the Ministry of Finance, opinions are sought from Dr. Thobekir Gamede, who is also the Treasurer of the Minister or the Secretary of Defense. ”
“General Mnisi's handling of this matter without following existing protocols amounts to a disregard for the Department of Defense's executive authority,” the statement said.
