The 54 permanent delegates are expected to take oath at the National Congress of Provinces (NCOP) this morning.
Most members of the National Assembly were sworn in by Chief Justice Raymond Zondo on Friday.
This does not include 58 Mkhonto weSizwe (MK) members who indicated they would not attend.
The NCOP consists of 90 delegates, 10 from each state. Of the 10, 6 are permanent delegates and 4 are special delegates. During the conference, the Chair and Vice-Chair of the NCOP are elected by the 54 permanent delegates.
The Secretary General of the National Council of Provinces, Modibedi Phindera, explains how voting works in the NCOP.
“Each state has 10 representatives and voting takes place on a state-by-state basis: one vote for each state. Five votes are needed to win the vote. Any candidate who receives five or more votes is duly elected.”

Meanwhile, Cyril Ramaphosa was re-elected for a second term as South Africa's President.
As expected, President Ramaphosa defeated Economic Freedom Fighters (EFF) leader Julius Malema in the newly established National Assembly elections held late on Friday night to take the country's top position.
The election campaign provided a glimpse into what a seventh government, a coalition of the African National Congress (ANC), Democratic Alliance (DA), Inkatha Freedom Party (IFP) and Patriotic Alliance (PA) might look like.
