The EPA signed a proposal Wednesday that would classify chemicals as “hazardous ingredients” under the Resource Conservation and Recovery Act. For a government agency to consider a substance a hazardous ingredient, it must be toxic or cause cancer, genetic mutations, or fetal malformations.
