The past week has seen both significant progress and significant setbacks in the legislative and policy environment. Now that the bill to amend the Electricity Regulation Act has been passed by the National Council of States, all that remains is to wait for the president's signature. This law consolidates major reform efforts that have taken place in the power sector. This will separate the grid operator from Eskom and establish an open market for electricity, fundamentally changing the way electricity is generated and sold. Producers will compete to sell power to the grid, which could reduce power costs and integrate the end of load shedding for the first time in many years.
