Economic Freedom Fighters leader Julius Malema on Saturday unveiled a revised manifesto at the Moses Mabhida Stadium in Durban, which reiterates many of the party's 2019 policy positions.
Unaccustomed to the EFF leader, Malema delivered his manifesto to a dejected crowd, failing to deliver on his promise to fill the stadium. Malema was also disappointed by the rainy weather conditions, which resulted in many party supporters evacuating midway through his speech.
Party leaders made various promises, some of which required constitutional amendments.
Party leaders hope their 248-page manifesto document, titled “Our Land and Jobs Now”, will become a reality. “Stop Offloading” will give him victory in the next election.
The EFF's choice of venue for this year's manifesto is partly seen as a key part of its strategy to wrest KwaZulu-Natal from the ANC.
The party's manifesto aims to amend the constitution to strengthen democratic participation. The party said Congress should not rely on the president to initiate and pass laws.
The party said Parliament would have the final say on the appointment of the South African Reserve Bank (SARB) governor, Chapter IX institutions, state-owned enterprises, the SARB chief and the auditor general.
“The EFF government will make changes to the constitutional structure, including the abolition of local government areas and the consolidation of local government areas into a unitary state, with major restructuring,” the newspaper said.
He reiterated his call for fewer, more frequent and less expensive elections by holding national and local elections simultaneously to strengthen political stability and accountability.
“The EFF government plans to amend the constitution to transform the National Prosecuting Authority into a Chapter 9 institution,” the newspaper said. This means that it is an independent organization and is subject only to the constitution and laws.
correctional services
The party's manifesto calls for reforming the correctional services system to include compulsory education and skills for all prisoners.
Following this, it said, depending on the severity of the crime committed, the criminal record status of ex-prisoners convicted of certain offense schedules would be abolished.
“The EFF Government will ensure that rehabilitation programs to properly reintegrate ex-offenders into society as productive and useful law-abiding citizens are substantive. Prevent correctional services facilities and programs from being operated by the company.
“The EFF Government guarantees equality before the law irrespective of class, gender or race. The EFF Government prioritizes rehabilitation, corrective action and counseling programs as fundamental programs carried out by correctional services; He said it will be complemented by skills development and academic training rehabilitation programmes.
The document states that a court of economic justice will be established to adjudicate civil matters involving both individuals and corporations, in order to achieve maximum justice for people who are illegally abused and exploited by corporations. It would also be a crime for state organs to victimize, harass, or kill citizens, whether privately or publicly.
national security
The party's manifesto clearly states that it calls for a restructuring of the State Security Agency (SSA) by separating domestic and foreign intelligence functions.
“In line with EFF’s objective of efficient governance, this reorganization will increase operational effectiveness, reduce the potential for political manipulation and ensure that the agency better serves the interests of all South Africans. It is aimed at.”
It added that the document will strengthen accountability within the SSA by ensuring regular and transparent reporting to parliamentary committees responsible for oversight of intelligence agencies.
“The EFF Government will expand its efforts to foster dialogue and cooperation with external stakeholders. Consistent with the values of participatory democracy, this approach will ensure transparency and accountability in the functioning of the SSA. “Strengthening responsibility. The EFF emphasizes and strengthens cooperation with the SSA and other law enforcement agencies to protect the South African people and the sovereignty of the country.”
state capacity
The party has pledged to renationalize SASOL and ArcelorMittal and maximize the capacity of the African Exploration and Mining Finance Corporation (AEMFC) as a state-owned mining company.
Part of the revitalization of state capacity includes the establishment of the State-Owned Assets Supervision and Administration Commission (SASAC), which will provide consistent oversight of state-owned enterprises and intervene if things worsen, he said.
“The EFF government will enable large state-owned enterprises to launch large-scale infrastructure and development investments in other parts of the world, particularly on the African continent.”
The party wants to amend the Public Finance Management Act and the Local Government Finance Management Act to require all branches of government to directly provide services in areas that are unique to the state.
“The EFF government is committed to indemnifying all outsourced security guards, cleaners, drivers, gardeners and general workers working in government departments and institutions, hospitals, clinics, police stations, border posts, correctional facilities, schools and state-owned enterprises. “We plan to hire an additional 80,000 workers with pension and holiday benefits within six months of being elected to government.”
The party said it would employ all civil servants on a full-time basis, with clear employment contracts and performance agreements.
“The EFF government will review and increase the salaries of teachers, nurses, police officers, soldiers, guards, and all civilian employees in order to close the gap between the highest and lowest paid government employees. 2025 By 2020, at least 50% of all senior government positions must be held by women with equal pay.”
