ANC Secretary-General Fikile Mbalula said job creation and training was one of the party's main priorities in transforming the lives of unemployed South Africans.
Mr Mbalula was addressing the media during a door-to-door campaign in Amaoti, Inanda, north of Durban.
With just over three weeks left until the vote, the ruling party has dispatched members of its national executive committee to the battleground province of KwaZulu-Natal.
Amaoti residents have expressed concerns about water shortages, high crime rates, unemployment and power outages.
Mbalula says unemployment is contributing to crime as people try to make a living.
“Some of the opportunities include the Presidential Stimulus Program. [is] But we have now even implemented R350 and are looking to turn it into a basic income subsidy over time. This means that while they are waiting and looking for job opportunities, while they are still earning R350, they are undergoing training to prepare them for the job market. They will gain skills and be liberated from systems such as the R350. Because they can do something on their own. So I was offering them some opportunities there. ”
