In written reasons issued by the BHA's licensing committee on Wednesday, a series of incidents related to Harris' actions were outlined.
The commission found Mr Harris had waged a “campaign of abuse and harassment” over several years against Simon Earle, who ran a nearby horse training facility.
A recording of Ms Harris accusing Mr Earl of reporting in violation of coronavirus regulations in July 2020 was played at the hearing.
“MH [Harris] Very aggressive.he shouts in SE [Earle] “He then used harsh language to criticize, belittle, and eviscerate him,” the report said.
In October 2020, there was a further incident, recorded by Earl, in which Harris threatened to blockade stables in Earl's garden. The commission found that Harris' actions were “disrespectful and his threats were intentionally designed to have the greatest impact on Earl.”
There were further incidents in February and March 2021, and the BHA issued a written warning to Harris due to his conduct towards Earl.
In June 2022, there was an incident in which Earle was recorded abusing Harris, calling her “a little girl like mommy” and “pathetic.”
The committee determined that this was “yet another example of MH.” [Harris] It’s humiliating, it’s abusive, it’s humiliating, it’s humiliating, it’s degrading,” Earle said.
The day had more incidents and ended with Harris suggesting a boxing match to sort out their differences.
“MH [Harris] provided evidence that he suggested a relationship with S.E. [Earle] The score was settled by a boxing match “based on the Queensberry Rules,'' the report states.
“He explained that he had previously dealt with other professional disputes in this manner and seemed to think that this was an acceptable approach to dispute resolution by racehorse trainers.”
The report found that another incident occurred in November 2023, and that “the course of bullying behavior continued until recently.”
The committee wrote: “The campaign of bullying and harassment carried out by MH is clear to the committee. [Harris] I was adjusting the left SE. [Earle] There are few good options.
“For us, MH is clear. [Harris] has a significant negative impact on SE [Earle]'s mental health should have been entirely foreseeable to him. MH's actions [Harris] It was not a proportionate or just response to the difficulties he was facing with his fellow trainers and neighbors. ”
