Some residents in Polokwane, Limpopo say they still need clarification on how the District 3 ballot paper will be used in the upcoming general election.
Local voting was introduced following amendments to the electoral law.
This law allows independent candidates to participate in national and local elections for the first time.
Some people are still confused about local voting.
Limpopo IEC Manager Itumeleng Seanego has revealed the third regional ballot paper and why it will be introduced in the next election.
“In the national elections, only one ballot paper was used for a total of 400 seats in the National Assembly; is actually split into two tiers, so one ballot is counted twice: the first tier of 200 is for compensatory seats, and the second tier is for local seats. Votes are counted in both tiers of parliament, for a total of 400 seats,” explains Seenego.
“The fact that independents were allowed to participate meant that this could no longer be the case, because remember that independent candidates can only contest regional votes. In other words, the second 200 seats are local seats, not replacement seats. So with that in mind, one parliamentary ballot had to be split into two. does not participate in replacement seats, meaning that if you vote for an independent, you must: They should do so directly because they are only contesting seats.”
