In the Women's Six Nations, Scotland won for the first time against Italy and finished third, raising expectations for the World Cup.
Italy's Alyssa Dinka and Scotland's Lana Skeldon exchanged converted tries in a tense first half.
Crucial goals from Emma Orr and Chloe Lawrie gave Scotland a 10-point lead before Beatrice Rigoni's penalty put Italy up 17-10.
Lowry was shown a late yellow card, but Brian Eason's side outperformed Ireland, who will host next week's match.
Scotland have eight points, two ahead of Ireland and Italy, who will face bottom-placed Wales in the final round.
The team that finishes third will join hosts England and France at the 2025 World Cup.
Italy held off a strong Scotland side in the opening 25 minutes and began to apply pressure themselves as half-time approached.
A lineout on the left led to the opening try, Rigoni offloading and Dinka hitting the gap for a touchdown. Rigoni was converted.
However, Scotland hit back almost immediately, with Skeldon scoring from a rolling maul and Helen Nelson kicking well to put Scotland level.
The Scots almost fell behind again when Lisa Thomson's clear kick was charged and Sarah Tunesi darted out for 22, but Eby Steffan spilled the ball to ease the pressure. -Gallagher rescued the visiting team.
This time it was Giordana Duca's charged down kick to Katie Mattinson that once again gave Scotland a sense of suspense, but once again frustrated their opponents.
As Orr replaced Lorna Lloyd and Scotland looked set to move forward, the ball was recycled from right to left, forcing Italy into another mistake.
But Scotland finally took the lead for the first time as Aula Muzzo and Vittoria Ostuni Minuzzi contrived to give up possession and Orr waltzed through for a touchdown. Nelson's conversion attempts were unsuccessful.
Orr played an integral role in Scotland's next try, playing in Lowry's plunging pass, but the Italian was unable to stop it in front of the line. Nelson kicked the conversion wide.
Rigoni's second successful kick brought Italy back to seven points, setting up a tense finale.
Eason's side continued to press and Lawrie found the breakthrough for his 21st international try and bonus point, but Stefan's tackle did the job.
Lowry was sin-binned in the final moments for a dangerous clean-out, but the full-time whistle soon blew and Eason's men were elated as Scotland celebrated their first win on Italian soil since 1999.
